    A Agência Nacional de Transportes Terrestres (ANTT) regula todo o transporte realizado por vias ferroviárias, rodoviárias ou dutoviárias em todo o Brasil. Além, também, de controlar todos os entes envolvidos nesse transporte.     Autarquia de regime especial, a Agência Nacional de Transportes Terrestres (ANTT) é um órgão de abrangência nacional, cujo objetivo é regular todo o setor de transportes. O órgão está ligado ao Ministério dos Transportes e foi instituído pela Lei 10.233 de 2001. É importante ressaltar que a ANTT atua exclusivamente no âmbito dos transportes terrestres. Para regular outras modalidades, foram criados outros órgãos especiais. É o caso da Agência Nacional de Aviação Civil (Anac) e da Agência Nacional de Transportes Aquaviários (ANTAQ).

    No texto da lei que cria a ANTT, apenas no que se refere às atribuições gerais da agência, há 25 artigos. Sem contar as atribuições específicas para cada tipo de modal (rodoviário, ferroviário e dutoviário).

    A despeito de ter sede e foro no Distrito Federal, a ANTT atende todo o território nacional, contando com unidades administrativas em outras 10 capitais. Além disso, sua presença nacional se manifesta também pelos postos de fiscalização, presentes em todos os 26 estados brasileiros. Além de manter postos de fiscalização específicos na área de fronteira.

    Como veremos a seguir, a atuação do órgão se estende desde a instituição das regulamentações do setor, passando pela emissão de documentos e culminando na fiscalização dos agentes que atuam no transporte terrestre.

    A legislação de criação da Agência institui ainda outras atribuições ao órgão, que pode prestar apoio ao Ministério do Transportes na análise de questões técnicas e na emissão de pareceres. Aqui, elencamos algumas das principais funções.

    Uma das funções do órgão – que justifica muitas das outras frentes de atuação – é promover um trânsito mais seguro. Por conta disso, a agência trabalha de modo amplo, regulando o interesse dos usuários individuais das vias, dos motoristas, dos transportadores e também das empresas que detém a concessão, autorização ou permissão para exploração da atividade.

    Campanhas para utilização do cinto de segurança em ônibus e ações de combate ao transporte clandestino são algumas das medidas que a ANTT utiliza regularmente, para alcançar esse objetivo.
